In the context of implementing the UN's 2030 Agenda for Sustainable Development, SGDs 5, 8, and 6 directly reference eliminating human trafficking. The fight against organized crime to exploit people as a lucrative commodity requires a focus on diverse initiatives to protect human beings who are suffering from exploitation. Considering that the trafficking and the subjugation of human beings for commercial purposes – such as forced labor, sexual exploitation, and debt bondage, among other forms of abuse – has increased with the use of new technologies, this paper argues that containing this advance requires a type of interagency concertation in building a network to protect people in situations of vulnerability at the local and global levels.

O presente policy brief trata dos principais desafios no âmbito da cooperação interagências no âmbito da Operação Acolhida. Contudo, antes de apresentar as principais limitações observadas no campo, procurou-se relacionar a criação da doutrina interagências no Brasil com as transformações sistêmicas e com a literatura sobre interagências. Por fim, são oferecidas recomendações e oportunidades de melhoria aos problemas identificados.

This policy brief delves into the primary challenges within interagency cooperation as manifested in Operation Acolhida. Before delineating the chief constraints witnessed in this domain, an effort is made to establish a connection between the inception of interagency doctrine in Brazil and systemic transformations, drawing insights from pertinent literature on interagency affairs. Ultimately, recommendations and opportunities for improvement are proffered in response to the identified issues.

Este documento analisa a importância da correlação entre a Educação Ambiental e o percurso de aprendizagem de crianças e jovens para a promoção do desenvolvimento territorial integrado e regenerativo em áreas de mineração. A importância dessa correlação já é consagrada no Objetivo de Desenvolvimento Sustentável nº 04 que, ao propor a garantia de uma educação de qualidade, inclui o desenvolvimento das habilidades necessárias para promover o desenvolvimento sustentável. No contexto de áreas de mineração, pela complexidade econômica, política e social que o atravessa, essa perspectiva se torna ainda mais relevante. Desse modo, para se garantir o desenvolvimento territorial integrado e regenerativo, sob a perspectiva da coevolução dos sistemas socioeconômico e ambiental, faz-se necessário efetivar a Educação Ambiental de maneira sistêmica, crítica e cotidiana não só em ambientes de educação informal, mas também em ambientes de educação formal, isto é, nas escolas públicas e privadas, especificamente, em seus referenciais curriculares.

This policy brief analyzes the importance of the correlation between Environmental Education and the learning path of children and young people to promote integrated and regenerative territorial development in mining areas. The importance of this correlation is already enshrined in Sustainable Development Goal No. 04, which, in proposing the guarantee of quality education, includes the development of the skills needed to promote sustainable development. In the context of mining areas, due to the economic, political, and social complexity of it, this perspective becomes even more relevant. Therefore, to guarantee integrated and regenerative territorial development, from the perspective of the coevolution of socio-economic and environmental systems, it is necessary to implement Environmental Education in a systemic, critical, and daily manner, not only in informal education environments but also in formal education environments, i.e., in public and private schools, specifically in their curriculum standards.

A inteligência artificial tem sido, cada vez mais, um assunto para os formuladores de políticas em todo o mundo, com implicações em praticamente todas as áreas de nossas vidas. Por se tratar de um tema interdisciplinar amplo, pouquíssimos são capazes de compreender razoavelmente o que ela é ou como funciona - nem seus impactos potenciais e atuais na sociedade contemporânea. Um traço pouco debatido fora de nichos acadêmicos, por exemplo, é que, na realidade, a inteligência artificial engloba pelo menos dois tipos muito diferentes, embora ambas tenham com objetivo produzir "inteligência". Para promover o multidisciplinarismo exigido pelo fenônome, é imperativo que sejam criados organismos inter e intranacionais em que os diferentes atores encontrarão um fórum democrático para trocar pontos de vista e influenciar políticas e, de forma mais ampla, o debate público sobre o conjunto de tecnologias conhecidas como inteligência artificial.

Artificial intelligence has increasingly been a subject for policymakers worldwide, with implications in virtually all areas of our lives. Because it is a vast interdisciplinary subject, only some people are able to understand what it is and how it works - nor its potential and current impacts on contemporary society. One such obscure trait about artificial intelligence to a non-scholar audience is that, in reality, it is not one but rather two different techniques, both aiming at producing "intelligence." Therefore, it is imperative that inter and intranational bodies are created, where stakeholders from the various disciplines will find a democratic forum to exchange points of view and influence policies and, more broadly, the public debate on the set of technologies known as artificial intelligence.

This policy brief analyses the complexity of Turkey's current international approach, with a focus on defence cooperation. It highlights the country's position in the North Atlantic Treaty Organisation (NATO) and its ambition to join the European Union (EU). While the Turkish President Recep Tayyip Erdogan was previously adamant about supporting Sweden's entry into NATO because of the Kurds in the country, today this issue is treated as a bargaining opportunity for Turkey's entry into the EU. However, Erdogan's duality between greater internationalisation and simultaneous internal conservatism is wearing down Turkey's image in the international system. The country invests in expanding its defence industry, for example, making varied exports both in terms of equipment and products in the sector, as well as to recipient countries; but it adopts or fails to implement policies that could affect its position in NATO and prevent its entry into the EU.

Esse policy brief analisa a complexidade do atual momento da política internacional da Turquia, com foco na cooperação em defesa. Nesse sentido, destaca-se a posição do país na Organização do Tratado do Atlântico Norte (OTAN) e a ambição de entrada na União Europeia (UE). Se antes o presidente turco, Recep Tayyip Erdogan, demonstrava inflexibilidade sobre o apoio a entrada da Suécia na OTAN, devido aos curdos no país; hoje, esta questão é tratada como uma oportunidade de barganha para o ingresso da Turquia na UE. No entanto, a dualidade de Erdogan entre uma maior internacionalização e um simultâneo conservadorismo interno, desgasta a imagem da Turquia no sistema internacional. O país investe na ampliação da sua indústria de defesa, por exemplo, realizando exportações variadas tanto em relação aos equipamentos e produtos do setor, quanto aos países destinatário; mas adota ou deixa de implementar políticas que podem afetar sua posição na OTAN e impedir sua entrada na UE.

The nascent deep-sea mining industry aims to remove minerals from the ocean floor, such as precious metals, especially those considered critical for sectors such as the energy transition. The practice involves using specialized equipment and technologies to reach great depths in the ocean. However, while it would meet certain countries' industrial, technological, and infrastructure demands, it opens up a profound debate regarding its long-term environmental impacts, regulation, and inspection. Thus, international actors come together at the International Seabed Authority (ISA) to outline rumors of activity and defend different agendas. In this Policy Brief, we bring the debate to offshore mining, focusing on the role played by ISA and other agents and the advances and setbacks towards adopting the Mining Code for the ocean floor under International Waters.

A incipiente indústria da mineração offshore tem como objetivo a extração de minerais do leito oceânico, como metais preciosos e especialmente aqueles considerados críticos para setores como o da transição energética. A prática envolve a utilização de equipamentos e tecnologias especializadas para alcançar grandes profundidades no oceano. No entanto, ao passo que atenderia as demandas industriais, tecnológicas e de infraestrutura de determinados países, abre um debate profundo relativo aos seus impactos ambientais a longo prazo, sua regulamentação e fiscalização. Assim, atores internacionais reúnem-se na Autoridade Internacional dos Fundos Marinhos (ISA) para delinear os rumos da atividade e defender diferentes pautas. Neste Policy Brief, trazemos o debate a mineração offshore, direcionando o olhar ao papel cumprido pela ISA e outros agentes, além dos avanços e recuos para a adoção do Código de Mineração no leito oceânico sob Águas Internacionais.

Drug trafficking and human trafficking are serious crimes with severe social and legal consequences worldwide. While the former generally involves the illegal production, distribution, sale, and transport of controlled substances, the latter entails the subjugation of human beings for commercial purposes, such as forced labor, sexual exploitation, and debt bondage, among other forms of abuse. When these two crimes intersect, a significant challenge arises for law enforcement: Can individuals who have been trafficked and are forced into serving as drug mules, knowingly or unknowingly, be convicted for drug trafficking? Is it possible to be both a victim and a criminal simultaneously? Governments and international organizations are actively working to prevent and combat these crimes, as well as to support victims and raise awareness on these issues. In that way, this paper aims to shed light on the subject, sharing challenges faced and recommendations for governmental and intergovernmental agencies and all stakeholders focused on this issue.
